Update botserver submodule: Fix start.bas repeated execution

- Add Redis-based tracking to prevent start.bas from running repeatedly
  when clicking suggestion buttons
- Add generic tool executor for LLM tool calling
- Fix suggestion duplication by clearing from Redis after fetch
